Civil war in Kosovo 1999
The war in Kosovo left about 30% of the houses damaged and 500.000 people displaced. Many areas were cut off from water, electricity
and telecommunications over longer periods. The environmental degradation was enormous.
In order to ensure fast and effective rehabilitation of the crisis region, information about the actual state of infrastructure,
landuse and war damages was needed. A Crisis Information System (CIS), being easily accessible by decision makers and field
workers, can help to manage and access such information.
The usage of satellite imagery facilitates the update of the various data levels (e.g. the land coverage or the road system)
in the crisis information system. Information such as road and bridge usability can be integrated. Together with statistical
data on population and infrastructure, important planning-relevant questions can be clarified.
